Born at Sidmouth Devon, Charles Worsley moved to London to begin his art education, which continued throughout his European travels. Worsley moved through Portugal, Paris and Spain, with the result that Spanish subjects frequently occur in his work up until 1908.

From 1886, Worsley began showing his work publicly and was included in the Royal Society of British Artists annual exhibition that year in Birmingham. The following year he began exhibiting with the Royal Institute of British Artists and moved back to London to set up his studio in Fitzroy Square. Later, in 1889 he exhibited for the first time at the Royal Academy in London, where he was to exhibit frequently throughout the remainder of his career alongside showing work in numerous other principle London galleries.

Throughout the 1890s, Worsley extended his travelling to include Switzerland, Germany and the Balaeric Islands, which resulted in the production of numerous landscapes of the respective countries. Working primarily in oil and watercolour, Worsley successfully captured the topographical relief and atmospheric effects of the surrounding countryside.

Following a prolonged period of extensive travel throughout Europe, he finally settled in New Zealand in 1898. Arriving initially in Gisborne, he began sending English landscapes for exhibition with the New Zealand Academy of Fine Arts in Wellington. Worsley subsequently became an exhibiting member of art societies in Auckland, Wellington and Christchurch. In 1906-07, he exhibited at the NZ International Exhibition in Christchurch and in 1940, after his death, a broad selection of his works were included in the Wellington Centennial Exhibition of that year.

Catalogues indicate that between 1900-01, Worsley spent time in Wellington, then Christchurch between 1901-15 and again from 1921-22, while also enjoying a brief period in Napier in 1908, and in Auckland 1916-20. Throughout his time in New Zealand he continued to make several visits to Europe where he completed numerous landscape works and continued to exhibit at the Royal Academy, London; The Royal Institute of Oil Painters; The Walker Gallery, Liverpool; Manchester Art Gallery; The Royal Hibernian Academy, Dublin; Walkers Gallery London and at the Paris Salon.
